Advancing Just Transition and Social Dialogue in Ethiopia’s Horticulture Sector

FES Ethiopia and CETU recently held a successful discussion in Batu, bringing together trade union representatives from horticulture sector. The session focused on three central themes: climate change and its impact on horticulture, Just Transition and social dialogue — key pillars for ensuring fair and sustainable working conditions amidst increasing climate challenges.

The horticulture sector, a vital source of employment in Ethiopia, is increasingly impacted by climate change. Workers and union representatives highlighted the visible effects of environmental degradation, including irregular rainfall patterns, rising temperatures – both outside and in shade structures – and the spread of crop-damaging pests. These developments are not only jeopardizing farm productivity but also intensifying risks to workers' health and livelihoods.

Beyond environmental concerns, participants openly discussed a range of social challenges facing horticulture workers, particularly women including:

  • Excessive workloads assigned disproportionately to women
  • Unpaid overtime and wage-related grievances
  • Incidents of sexual harassment in the workplace
  • Harsh working conditions in cold storage facilities
  • Limited access to healthcare services and medication

To strengthen skills in social dialogue to address these pressing concerns, participants engaged in a role-playing exercise. Representing various stakeholder groups—trade unions, employers, and local government bodies—they explored the mechanisms and benefits of social dialogue. The simulation created space for critical reflection and practical learning, equipping participants with tools to advocate for better working conditions and collective solutions.

This initiative forms part of FES Ethiopia’s broader commitment to supporting decent work, workers’ rights, and climate resilience in key sectors of the economy.
